Conure.
I have noticed Roky not allowing his tail to grow.

When ever a single feather of tail grows up he breaks , what time he breaks it no idea, all of a sudden we notice his tail is gone again .

Why he is doing so? What can be done to stop him .

Very sorry that your Thread has been missed...
Sadly, it is more common that you may know as that person that has a ton of information regarding your specific issue may not be on that day or missed the Thread for any number of other reasons.

Those members with short tail Parrots have a like problem, but not as evident. Those with longer tails see this more commonly with young Parrots especially when in a smaller cage. Even larger cages and over active Parrots will damage (break) their tail feathers.

Hi there! Sorry to hear your conure is doing that to his tail. Looks like an advanced form of barbering. Reasons could range from a too small cage, boredom, stress or some physiological issue.

Quick solutions would be to get a bigger cage (if you already don't have one) and provide foraging toys in the cage.

If stressed, identify the cause. This could be so many such as other pets, grabby kids, cage in bad location, gets no sleep at night, etc. If physiological, only an avian vet could give you the best feedback.

I suggest seeing an avian vet if you can. It will prevent the barbering from getting worse and will give you some peace of mind. Good luck. Please update us.
