She just won't step up

Pico has been here for three weeks. She has come to me twice. One she asked me in her macaw way, and the other she FLEW TO ME. but since that day two weeks ago she hasn't come or stepped up. She is afraid of sticks or anything resembling one, so that won't work.
Am I being hasty? Should I just leave it alone?

Something must have happened or been done differently than those first couple of times as birds usually crave sameness and even slight changes/differences will change their attitude toward something or someone.....looks like you may have to start from scratch as though the first two incidents never happened.....
