He's been doing it for a bit but he does these really slow blinks where he will blink slowly and close them for a full second and then open them again. He also does the half-seethrough-lid blink really slowly. So obviously these blinks aren't the normal rapid blinking he does. I don't believe it is a health condition since he's been doing it for a while and there hasn't been any change in behavior.

I've read in different places that slow blinks can mean "wanna be friends?" but I thought that was just in dogs/cats. Seeing a lot of mixed answers so I am j curious. He seems to do it a lot when I am staring at him /observing him. Also, I thought the blinking thing was only for budgies or is this a universal bird behavior??

Iā€™m not sure what this could mean. Iā€™ve seen scared birds do this but Iā€™m not sure if itā€™s a sign of contentment or implying friendship.
Is he sleepy when he does it? Thatā€™s the only time Iā€™d say my birds blink slowly.

No he is not sleepy. it seems to only happen when I'm starring at him or maybe thats the only time I notice it? Maybe my starring could scare him? Is this a health concern? Should I ask my vet?

I donā€™t think itā€™s a health concern, but if youā€™re worried then absolutely ask your vet.
