The age of a budgie: leg band

SOOOOO, previously i believed thunder chicken was around 11-12 years old. That is what the vet said, after-all..... She's a rescue, but was originally from a pet store. She is obviously at least over 3. But i've been questioning whether or not the vet is correct. He isn't an avian vet. he works with large and small animals. She has a band, being from a pet store and all. I've been trying to figure out how to read it. I will show you a photo of thunder chicken, and her silver band while she chills on her window perch. The band reads

Can any of this determine her hatch year?

I was looking on American Budgerigar Society, Silver leg bands are from 2003.
I'm not sure what this means, if anything, I'm not a breeder, I don't know much about leg bands.

I don't know how it looks in US but here colors of leg bands are often different than should be (for example none of my birds has the correct one) We always suggest what is written. Here are two numbers in another position than others and it's a hatch year but I don't know how it looks on US leg bands
Btw 16 years would be so old budgie

That's why I'm not sure. It just seems unlikely.
