I have 2 sun conures, and yes they can make some noise. Mine definitely don’t scream all the time, but they do have their moments 
. My GCC is much quieter than the suns (in terms of volume), he also has his moments but can’t achieve the same decibels as the suns. Personally, I can’t handle cockatoos yelling - suns are no issue for me. I think everyone is different in their tolerances lol. Oh, and I also have a cat - for us, I take no chances with the birds and he is outside or he goes for a nap in his bed on the other side of a closed door when the birds are out. It is quite manageable for us, and he gets lots of attention when the birds are in their cages.
