hi,I'm Hazel ,I own a female Eclectus named pretty lady. She looks just like yours,I read when they sit like that , that is a sign that they are unhappy. She is begging to be moved or wanting attention or food.I Bought a book on Eclectus which is very helpful as this is my first at owning a parrot.There are so many things I need to know too, good luck.
My Eclectus does this too (also named Scarlett!!) except usually she pushes her beak at the bars of her cage while doing it. She often paces back and forth on one of the perches in between. She does it even when the cage is open.
She can let me know when she wants attention though (I use a certain whistle as a command to fly to me, and she uses it to ask me to come to her) so it isn't that she wants attention. She can fly so if she wants to go somewhere, she can go there herself and doesn't need to ask to be carried.
I don't think it is a demand for attention, I think it has something to do with sexual behaviour. Scarlett often follows it up by climbing down the front of the cage to rip up the newspaper that sticks out the front, and that is definitely a nesting thing.
