3 years old indian ringneck female plucking feathers, screaming of pain and eating them

Hello,

I have an Indian Ringneck who is 3 years old. Right now she is molting, but in the same time she is plucking the pin feathers. Sometimes while she is doing it she screams of pain. All the time she is pulling out the pin feather she is eating the lower part of the pin feather. She is not caged during the day. She can choose if she want to stay outside or inside the cage. She has pleanty of toys, her diet is based mostly on vegetables, at lunch high potency pellets and fruits. If somebody had this problem and solved it, can you please give me some advices?

The pin feathers might be making her uncomfortable or itchy leading her to pull them out. In the wild a flock member would get them but if she lives alone the humans need to do it. You can help by rubbing them and they should flake off.
