Considering the size of a senegal, I'd recommend a 32 x 23 cage. If one is not within your price range, I would suggest a flight cage instead.
I see that a flight cage is on that list. The one you have on the wish list (more like a small animal cage), can you easily remove the ladders and platforms if you so desire? If not, I'd recommend a different cage, although it may be hard to find one with a metal tray over a plastic one.
From what research I have done it seems that 22"x22" ish is the size that is generally used for Senegal parrots (Ie, Kili, [ame=http://www.youtube.com/watch?v=8BhS3oVDgG4]Kili Senegal Parrot - Early Vocalizations and Cat Call - YouTube[/ame]). I am not saying that you are wrong, but I would like to know where you got 32 x 23 from, I usually see that size associated with slightly larger parrots (ie, sun conures). I want to do right by my bird, and of course bigger is better, but not always feasible. My birds current cage, while small, is incredibly interactive with multiple perches, toys, and ropes/swings. I definitely don't plan on leaving the cage with only a single perch!
I am an apartment dweller so size honestly does matter to me, my cage must fit through a standard doorway so I can get it into the bathroom or outside for a proper cleaning. I know I will slack on that essential process if the cage is a massive hassle to maneuver.
