Worried she might not be getting enough sleep living next to freeway and all, look red

Have you taken her to an avian vet? When you say "freeway" it makes me think you live in California because that's the lingo there because the highways are (mostly) free. Only reason I'm commenting on your locale is there are a lot of avian trained vets in California but perhaps not in more rural areas.

Have you tried putting a heavy blanket over three sides of her cage at night (leave one side mostly open to avoid pitch darkness panic)? She needs 10 to 12 hours sleep every night.

She sure is cute!
 
While we all think a good nights sleep involves quiet, we all, including parrots, get used to ambient noise while sleeping. Remember - the jungle is not quiet at night, in fact may be even noisier at night! Baring things like explosions or crashes, I'd expect your parrot will adapt to nightime freeway noise.
 
Aight I'll try moving the cage at night away from the window see if that helps and I'm not taking her to the vet because she's acting perfectly normal and I'm not about to pay 120 for someone to tell me she needs more sleep I ain't rich
 
Maybe she needs reading glasses? Maybe she's got eyestrain from late night reading or looking at her phone?
If she doesn't improve work better sleep you ought to take her in.
