Basic training help

Two weeks ago I got a parent raised alexandrine baby. It (I refer to as Rusell until future notice) was 10 weeks when we got him, I wound consider him "happy" now that he has settled in.

Within the first week he was stepping up, although I don't think he really was comfortable with it (shivering and occasionally climbing away). We then let him out thinking he would enjoy it, he didn't know where to land so I think that stressed him out. We ended up having to towel him to get him back in the cage . Since then I have done more in cage stepping up and yesterday took him out again. After a couple of tries I got him back in the cage by him stepping onto a perch. Since then something has seemed to have clicked and he has been more confident stepping up XD. He steps up before I even ask, he has tried to climb away but only half heartedly and I took him out again and put back in with no aids! (although he does shiver still)
He doesn't take food from me but we use his favourite (sunflower) by putting it in his bowl, I have tried offering but he isn't that interested.

What would be good to do next?

Sorry to have blabbed on... Just wanted everyone to understand what I have done so far.

Have you tried training before breakfast, when he's hungriest?

I've tried taking out a lot of food at night so he has only the tiniest bit in the morning... I've heard taking away their food makes the accuse you as the bad guy while if they run out of food themselves then they don't pin it on any one. So yes to some extent I have, but probably not very well

I only feed enough dry food to last one day. If there's any left over, it's hardly anything. (which I prefer a *little* left over food anyway, so I know they've eaten their fill). Fresh foods are not left in the cages overnight.

I've had a lot of success working with birds first thing in the morning.
