I am building a perch for my parrot with cherry wood that I have thoroughly cleaned and dried outside in the sun. The base is made of fiber board that I would like to paint to make cleaning easier and keep the fiber board from separating from cleaning. Is there a safe paint (clear coat) I can use?

If you want clear coat, a quart of water based urethane finish (semi-gloss or gloss) will give you all the sealant you need for your base & when dry, will be safe even if it happened to get chewed on.....

As to normal paints, virtually all major brands offer either a low or zero VOC latex product that is suitable for use around birds.....with low VOC products, it's best to keep your birds out of the room for at least a week & ventilate the room to the outdoors.....with zero VOC products, your birds can be in the room within 24 hours.....
