Budgie will preen another budgie, but won't let that budgie preen her back??

Sorry for all these questions! I just have so many!

Cloud (my female budgie) has seemingly bonded to Skye (my male budgie). Skye will often regurgitate into Cloud and Cloud will occasionally preen Skyes head. The odd thing is that Cloud won't allow Skye to preen her. Whenever he tries to do it right after she gets done preening him, he's met with a quick nip. Not physical, seemingly a warning.

What does this mean? Does she simply not like being preened? What does this say of their relationship?

strikes me as just not wanting to be preened, maybe there are a couple pin feathers? Who knows

I wouldn't worry too much about it! Some birdies don't enjoy being preened, I have a couple of budgies in my aviary who are also like that!
