Can 5 month old and 1 1/2 year old mate?

my bonded pair are acting really strange.. a lot of weird preening sessions where they climb all over each other, shake their tail feathers weird, and the male flaps his feathers extremely fast and head bobs like crazy to get her attention... they also seem to uh... i dont really know how to say it lets just say they lick each others butt area at the same time..
what are they doing?? the male is 5 months old and the female is 1 1/2... its just started happening in the last week..
 
To make this short and simple, you did not say what kind of birds you have so I recommend you put them in your signature. You don't want people to have to dig into your profile and look for the info when you have a question. Anyway, as long as they have both reached sexual maturity then they can mate. Both my GCC's are male (yes one is named Molly) and they climb all over each other, shake their tail feathers, and preen each others tail feathers etc. I have never seen them do anything that would appear anything like licking each other vent areas. Honestly I don't know if birds do that, I don't think they do!
 
Yes, they can mate and reproduce at that age... I've heard of one pair that successfully reproduced around the 5-6 month mark.

That said, it is not wise to allow them to reproduce under the age of 1 1/2 to 2 years of age. They are often not physically and mentally mature enough to reproduce - so the older the better! Especially for the hens!
