Does anyone know how to identify leg bands?

Ellie, a blue crowned conure that recently joined our family, we were told was an older probably wild caught girl.

I have a couple pics of band. The letters are CPP 873

Does anyone know if that is probably wild caught girl?

I looked online. Open bands are usually wild caught. If its a closed band it had to be put on at about 2 weeks of age.

I wonder if there is way to figure out how old she is. Would the usda know anything, ya think?
