Dull beak

Hello everyone....

Is it normal that my african grey's beak is dull?

If you mean dull in color/colour, yes, many parrot species beaks will look dull & really, their beaks don't look shiney unless they have just wiped it on something like a cloth or they have just bathed or eaten something with an oil in it.....
