FEATHER NOT GROWING AGAIN SINCE 1Year

HELLO I HAVE A IRN MALE WHOSE FEATHERS ARE NOT COMING FROM 1years. I dont know what has happened to him. Thera are a lot of buds on his body but feather not growing from Them. what should I do?
