Feather Sheaths

[Chablis]

My Eclectus, Jeff, has lived with me for 15 years. He is a 16 year old happy little guy. He lives a good life in a sunroom with two female Eclectus. He is not caged and has free roam of the room. Recently the sheaths on his feathers are so thick that he can not remove them without damaging his feathers. Does anyone have experience with this challenge?

The sheaths soften with water, is he getting regular baths? Sounds like a nice setup.
