feathering out in babies

Question about my nine week old sun conure; from.photos I've seem and what I've read, he sjould be fully feathered, if not mostly. My Rico is still bald arpund his crop amd some of his neck, as well as under his wings. He's got a few scraggly ones coming in around framing his crop. Just wanted to see if this was normal. Im starting to suspect that he was yoinger than what the breeder told me he was.
 
Sounds like the breeder lied to you on age, how many feedings a day is he on? My green cheeks are fully feathered and flying at 6 weeks so your guy should definitely be feathered out already.
 
He is on 2 feedings a day now, flying really well (he will come.to my hand from several feet away). Eating on his own. A friend who's father is a breeder suggested that his crop may have been damaged before he came to me, which is why this area isn't feathered yet. Otherwise, he's healthy, friendly, and chirpy.
 
Oh good, well he sounds fine. Maybe his parents stunted his growth or the breeder just lied to you about the age.
