fiesty little love bird and dominant behaviors

i love my little tweety, and i can tell that he loves me (a lot!) too, but sometimes i feel like im getting walked all over in this relationship! if he is on my shoulder and i begin to talking to someone tweety will nip at my face, or if he is nuzzling in my clothing and i move in a way that he doesnt like he will try to get at me. hes very demanding, and ive noticed lately that he is building a little corner up with paper and shredded paper.* i think that it might have had something to do with housing a cockatiel for a little under a month. it has also gotten much colder outside now that it is fall and i live in north dakota. whenever i read about the issue, i come across things like "and these behaviors should be discouraged". but how?

  • to clarify using "he" instead of "she": tweety was housing with a friends lady lovie and... well... took a liking to her.

Some possible solutions....

Don't have him on your shoulder while you need to talk to other people
Don't talk to other people when you have him on your shoulder
Be careful how you pet him

Don't give him access to paper, anything that could be taken as a nest or nesting material.

Are you sure you have a male? Two hens can act like a pair, even going as far as mating and trying to raise an unfertilized clutch of eggs.
