Getting along with other animals

Rico, he is a Quaker parrot
Rico is starting to become aggressive to our dog. We have had Rico about 3 months. Now And he used to get semi along with Little Man. Little Man has always been jealous when we give Rico attention and Rico would do the same. Little Man would sit in our laps and then Rico would fly up and start asking for kisses. Now, if Little Man is in my lap Rico will come up and land on me if I do not stop petting the dog then he gets off my shoulder and onto my lap kinda like he is saying "ummm... I'm here! You can see me right? If I still don't stop petting Little Man Rico will start to peck at him, fluff up his feathers and start hissing until Little Man runs away. He only seems to do that with me though. If it is my husband or daughter then Rico is fine with Little Man as long as he is right there with us. What can I do to make these boys get along when I'm around? And why does he only act like that with me?
 
My green cheek conure is allowed out of the cage in the same room with my dogs while supervised, but I don't encourage them to be friends. My dogs are very well behaved and i trust them with small animals or else I would never allow this. I allow the dogs to sniff at the birdcage and even Pumpkin if he's low enough on his gym, but I encourage the dogs to ignore the bird for the most part. I dnot alow the dogs to become excited even though all they want to do is play wit Pumpkin it is not allowed. The dogs have learned that they must be calm and even a bit submissive around Pumpkin. I want them to recognize him as part of their pack but ignore him and I want Pumpkin to recognize the dogs as part of the flock but not to try to play with them. Too many things can go wrong. Please be careful, and always supervise especially if you know there are issues.

Edit: even with well behaved and froendly dogs they can injure a bird especially a small bird. My pit bull is a very sweet but hyper dog and if he got to bouncing around playing he could crush and kill my gcc on accident. Just food for thought.
