So my dad has a grey parrot and it recently formed a lump of skin or tissue or something underneat its throat and we are not sure what it is. It is not able to talk or make sounds and when it tries to, it comes out very dry and quiet. Attached are photos of the bump.

I'm no expert but I definitely recommend taking it to an avian vet as soon as possible. It not being able to talk makes it seem severe. Hope it gets better and hopefully someone with more knowledge here can help you out.

I’m no expert either but I would take the parrot to the vet as soon as possible ... I wish you luck .

I would of course take him/her to the vet ASAP
What is its diet, lifestyle and housing conditions?
Thanks

This looks like inside tissue that has everted , come out through a tear in the skin.
You would definitely need help from a professional.....

I also strongly advise referral to a certified avian vet or equivalent. Is the Grey able to eat and drink? One of the best home diagnostic tools is a sensitive scale measuring grams. Best to weigh same time each day, recording changes as an early sign of trouble.

That poor bird needs to see a CERTIFIED AVIAN VET (CAV) ASAP! Looks to me as some type of infection and/or growth/tumor! If it is interfering with his "speech" I can almost guarantee it is hindering his ability to eat and drink.
Where in this huge World are you located??? Maybe if we knew we could help in finding an avian vet near you.
