I actually got her to put her head through the loop multiple times. She is not crazy about it but she is not scared of it.
Good for you. Take it nice and slow with her, its better to make little steps in progress and not risk her getting afraid of it, than to make a big leap and have her get spooked by the sight of the harness. DO you reward her when she puts her head thru?

I use a treat to get her to put her head through
