I'm sorry I'm not able to tell how old your bird is exactly, but it does appear to be quite young. How long have you had your bird? Cockatiels will usually moult into their adult feathers around the age of 6-8 months, at which stage it will be much easier to tell whether you have a male or a female. After that happens it should be easier to tell which gender your bird is, but up until then all juvenile birds look much the same.
