Help with baby ringneck

One of my ringneck pairs was successful in hatching in 3 eggs this year and 2 chicks are happy and healthy however the youngest of the clutch got an infection in the oil gland at the base of his tail. He was on antibiotics and is healthy now but it seems to have impaired the growth of his tail feathers and they are just starting to grow in now. My question is will he learn to fly with no tail? They are growing in slowly now though but he's so far behind the others

This photo is a week old but I took them out of the nest to clean it and it's a good comparison between the healthy chick (left) and Norbert (on the right). Don't mind the one in the bottom whose trying to hide.
 
He should be able to learn to fly pretty well without much of a tail. Short tailed parrots like parrotlets can fly so I don't see why an IRN with a stubby tail wouldn't.

Almost ready to leave the nest. They grow up so fast. Norbert is actually insanely cute without a tail.
