That's about how much I took in my most recent safety clip before moving everybody. Without opening the wings and just skipping the tips of the feathers off. But I think for this particular situation what I would personally do if he were my cockatiel acting like this with this history and this plan, is trim the wingtips like Donnabudgie suggested, wait a week or two so he could adjust, and trim a bit more. Cockatiels are such good little flyers and I'd want him more than a bit slowed down. Not completely grounded drop like a stone and get injured level of clipped, but definitely clipped clipped.
As for nails, yeah you ain't kidding. I'm always worried I'm gonna trim too much. I live out in the middle of nowhere tho, so I have to do all the grooming myself when it needs done.
Rinbird the Einstein teil usually trims his own nails. Lol! He bites them and keeps them a healthy length. I'm very impressed and grateful, he's got jet black nails! I'd hate to nick the quick
