Is she plucking?

I have been keeping an eye on this for about two months or so. I am trying to figure out if she is plucking. Can everyone see that ring around her neck of thinned out feathers? It's exactly at where her beak sits on her chest. It has definitely gotten more noticeable, but it has not spread to anywhere other than that spot. I was thinking maybe it's because she's a little chubby? She also has some thin (not bald) patches on the very top of her head. Those thin patches on her head have been there since I got her in February. Should I take her to the vet? She has been molting for the past month or so, so it's hard to tell what feathers are from molting and what could be from plucking.

I see where you mean at the neck. I thing that when we have a concern about a bird to be on the safe side I would have an avain vet look at the bird.
 
She looks like she is molting, they seem to molt forever. I am thinking a mojo molt. The males seem to be more noticable than the hens but the pic of the male in the link will give you some idea of what to look for.

Wow! Thank you so much! That's exactly what it looks like! And yes, I know I said she has been molting for a month, but now that I think about it, it seems like it has been at least two!
 
They do take forever to molt....Looking scruffy....lol
