No one can say for sure but if you run it on high for a half day or so without birds in the room and with the windows open it would probably be safe. I say this because that's what I would do. Usually running things on high temps "usually" burns off all surface coatings.
There are different kinds of baseboard heaters. They look similar and Cadet makes more than one kind.
There's the kind you're looking at that are electric convection heaters which have a heating element inside similar to a toaster that heats up quickly and heats the air but the unit cools off quickly when it turns off. These are the least expensive and least energy efficient and most expensive to run.
There's the hydronic type that works more like your oil filled heater. These cost at least twice what the convection type cost but they are much cheaper to run. The heater contains a sealed tube containing a non toxic mineral oil that the unit heats up. The heater takes longer to heat up but heats the air longer because the unit takes much longer too cool off when its not running. The manual says:
"on initial start up, the heater may cause an odor due to the manufacturing process. It typically goes away within several hours."
I dont know if the manual for the convection type you're looking at says the same thing but I assume it does. The smell isn't from the oil in the sealed compartment.
I just purchased and installed one of these hydronic units in the new bathroom in my new home addition. I've been running it for a week now. There's no odor now and I didn't notice if there was in the beginning because we haven't moved into the addition yet. We are running it Intermittently to keep the area warm for the workmen while they finish the project.
