Is this cage safe?

Is the bar sizing right, or would it be a bit too small? Don't know about the size needed for greys, sorry. It doesn't have wire diameter either so it's hard to tell if it's more suitable for an IRN type bird rather than a stronger beak. Smaller bar spaces tend to go hand in hand with smaller wire diameters.

In terms of the top, I personally don't like the ones that open. I do think they're unnecessarily dangerous, I wasn't aware of the reason you've put but it does makes sense, although they're generally quite heavy to open so it would be quite an unlikely accident. I dislike them because when they're open, if they're not securely held open (and let's be honest with birdy beaks around not much stays secure for long!) they can fall closed and hurt, trap or scare a bird. With care the dangers can be minimised, but my personal preference is cages with play stands on top.
 
Most of the reviews infer the bar-spacing is correct for a Grey. My only issue with this type cage are the dome-top doors. Hard to beat the versatility of the open top - if your bird will use it - but risk of doors slamming shut is a problem. You'd have to prop the doors open with a tightly fitting perch, and in any case a parrot could try to work it loose. Personally I prefer a play-top or simply use a cage like this with doors permanently closed. I do have one similar, and a Goffins on at least one occasion opened the closure latch and propped it open!
 
I have almost the same exact style for my CAG; although it is larger. I wanted the dome top for more room and having the top open can make it easier for placing toys. Mine also has a landing door which is something I really wanted also.
I have since placed a couple large java branches on the top. I can still open it, but again just for placing toys. I will NOT use it as its intended use with a perch. My guy is a little clumsy.

I will add this however. You MAY want to consider a larger cage. Mine is 36x28 and I was concerned that it might be too big. Even the sales lady tried to talk me down to the size you are considering. But now I am glad I got the larger one. After perches and toys, that shrinks it down pretty good.
Although a Timneh is smaller than a CAG, I still believe more is better. BUT when you go bigger, the bar spacing is wider also and mine is 1".
 
I have my conure is a slightly smaller cage.... 32"x23". The previous cage I had him in was 40x30. I think I'd have a hard time having a *larger* parrot in the cage he's currently in, personally.

If you've got the room, I agree, larger cage (with good bar spacing) is preferable.
