I have a question, is this harness safe for birds?

It's kind of hard to tell just based on the images.
Aviator is a similar looking brand that is fairly well-trusted.
It all depends on what that is made of and whether there are any weak points etc.

Looks identical to the Aviator harness, which is the gold standard of parrot harnesses. I think, however, that the webbing material, when used for small parrots like conures, cockatiels and parrotlets looks way too thick and uncomfortable for them. Nylon webbing 1/2 the thickness would be far better, as long as they can't chew though it in a few chomps.
