I adopted a parrot from a store, and 9 months later, feathers keep dropping outside that parrot is excellent fine. I reported back to them and was told i can return the parrot if i cannot take proper care of him, is this proper?

What kind of bird do you have? Any pictures? Have you taken your avian companion to an avian veterinarian? What kind of diet? Diet effects feather quality. That influences feather loss. Birds molt and loose feathers. Amount varies and depends upon the season. Some years it can be light with relatively few lost. Then there's years for a heavy molt and cage bottom can look covered. Individual breeder varies in return policy. Discovering why is important.
 
It was posted under macaws so I assume it's a macaw. That's a lot of bird for someone who isn't very experienced to take care of. The bird needs to see an avian vet to make sure he's healthy.
Do you want to return him?
