I think its because they are so cute that they do not have to fly like our poor parrots. I cant imagine putting this on merlin, ouch! lol

I'm wondering if maybe it's a really little dog costume, and that's why there's no place for the wings? Those holes at the front look like they're for legs. Regardless, it definately gives a good chuckle to see! lol
