Long scales on feet..??

One of my birds have long, rough scales on his feet...ehats causing it and how do I treat it..?? Please ignore the length of his claws, he isn't tame enough to let me clip them without causing stress but I do plan on changing his main perch to a wider one and that will hopefully help trim them down
