At the moment, Dexter is molting some big feathers. Should I be concerned if a freshly fallen feather has a smidge of blood at the tip or is this normal?

If it has blood on the tip like that it is not a naturally molted feather, and has been plucked somehow, whether accidental or intentional.

Agreed, unfortunately this feather was not molted, but rather your bird plucked it out somehow (unless it got ripped out in some kind of accident or by another bird). If you've found more than one feather like this chances are that he's plucking them out.

I would have him at your certified avian vet ASAP, I'd call them tomorrow. The sooner you can figure out what's going on with this the better. The longer something like this is let go, all the more worse it becomes, very quickly, and it becomes more and more difficult to treat.
