He's adorable! I'm not sure there's anything wrong with him.

Is he still eating food, drinking, showing the same amount of interest in toys, making the same noises?

He might just be an awkward young bird. I have two Cockatiels and they do funny/odd things at times, such as pacing in a small circle for no apparent reason, or singing into a food dish!
