I am very new to birds just got my first birds 3 weeks ago. I have to young budgies a male and a female. I have been very active with them every day. Talking to them, putting my hands on the cage, putting my hands in the cage. Slowly step by step of course. They have stop running from me when I put my hand in the cage but they still will not let me get to close. I am being patient, just wondering if this is very normal and if anyone has any advice.

First, it's awesome that you have been working with them! Go slow and patiently.
But them still running from you is completely normal! They are accustomed to the presence of your hand, but not close counters. Still, at this stage you're in a very good place. My best advice for now:
Don't force it! Patience is so important, but I'm sure you know that. I recommend placing your hand in the cage full of food, preferrably their favorite food if you know it, and wait. Don't expect them to go to your hand at all on the first, second, or even third day. They work at their own pace. Once one gets the courage to take food from your hand, I would think the others will follow. This is a great sign! I would repeat this until the reaction is basically instant, they show no fear of your hand.
From there, I would start step-up training... But that's a whole other story.
