Now Lucky is plucking

Lucky, Quaker, abt 18/male?
Previous birds: 2 Quakers, 2 budgies, Nanday conure, Indian ringneck, 2 tiels, Red Lory, 300+ finches.
He had already been a plucker when we got him 5 years ago (he flew into the backyard of a family friend who kept him for a few years). His upper chest was always bare, and I couldn't tell if he replucked it or just didn't have any feather follicles left. But the amount was stable.

So last week we brought our new puppy home and a couple nights after that Lucky plucked more. I started putting the birds in a sleep cage in a quiet room, and they seemed to be getting the hang of it and relaxing.

But yesterday I had to take the other quaker, Percy, to the vet for a beak trim, and Lucky was really upset. He is fixated on Percy like crazy, but she was only gone a few hours.

Anyway, I go to get them up this morning and a cloud of feathers wafts out of the sleep cage. Now most of Lucky's front is bare and he's glued to Percy's side.

I'm not sure what to do about it. Or if there is anything I can do. Lucky has always been really nervous and twitchy, and maybe now that he's older disruptions cause a bigger reaction. I just hope he stops and lets the new plucking grow back in now that things are settling back down.
