Odd Feather?

Even though I have learned a ton about my birds, I am still pretty about this one feather that is up on my Toos head, Since he likes me to give him a hand with his pin feathers as I was going through his feathers I found this odd one in his plume.. It almost feels like there a hard bit of a skin up on the feather, and I don't know if maybe its just the feather or what but I just find it odd, If I could both dig through his feathers and take a picture at the same time Id do it, but unfortunately I can't e.e; If anyone knows anything about feathers think you could lend me some advice? Because Sadly I do not know as much about feathers as I should xD

Thats what I thought at first but its literally a feather, Like I assumed a pin feather at first, but then as you go further down it has almost like dry/dead skin stuck to it almost? Its hard to explain and I don't really want to mess with him too much.

I have a question, is that feathers look like (cotton) not straight and not looks normal !!
cause Mine when i scratch on her body under her wings I found that some of feathers look strange just like cotton ??
some says it's normal and never worry about it !!
