Oscar and Lorelei

I have recently acquired two Quaker Parrots, I've had them both for about two and a half weeks now and they aren't really getting any friendlier. I've been feeding them through the bars, and Oscar will occasionally take from my hand in the cage then retreat. Any advice to gain their trust or to work with them would be greatly appreciated.
