When you say next to it, you do literally mean "next to" and not "in front of", right? Because I think it would be okay so long as the heat would not be directly on your ekkie.

Assuming the "21" is Celsius, that is the equivalent to about 70 Fahrenheit, a mild setting that is unlikely to harm your bird provided reasonable separation.
What sort of radiator do you use? Please be cautions of any device that actively burns fuel in the same room or nearby. Unless properly vented, it can be catastrophic to you and your bird!
