Quivering hormonal or something sinister?

Females, Lutino Indian Ringneck Missy and Silver Lavender IRN Gracie.
Hi all. Missy my IRN, approaching her first spring, has started to do a sort of odd behaviour. I want to know if it is hormonal or a precursor for something else?
She will splay her tail feathers, lift but not open her wings a little, and sort of quiver. Now is that a hormonal thing or??? It's not a warning because she will do it too randomly for that. It's sort of done when she sees me... when I am looking at her. However it isn't done every time will lock eyes. And she will do it in her cage when I uncover her for the beginning of the day. Oh and she does a sort of slow blink thing. Which is why I think it might be hormonal.
Otherwise she seems fine. A bitch to Gracie but fine.
