rust on my new stand, right from package

i went to pet stock today and got some new toys and a play stand, i was really excited to build this for my green cheek, but when i opened it, there was some rust on the hooks, i have been able to scratch some off and i think ill be able to remove most of it with sand paper but should i just return it tomorrow? isnt rust really bad for birds? i am dissapointed but if i can fix it i will, what do you guys think i should do?

IMO you should remove the hooks because they are not safe (even without the rust). Since they are open, a beak can very easily get punctured or stuck.

Once they are removed, replace them with stainless steel eye hooks, like this:

I just noticed you are in Australia. I believe those are called 'eye bolts' for you.
