I buy him nice new toys to dismantle...and he sits on them while he unscrews the same old nuts and bolts off of the same old chain.

In fact if you knew they were bird safe metal you could buy big bits and bolts from the hardware store and let him play with them. ???

They are ones he's taken off his cage, so I assume they are bird safe
But I'm getting tired of fishing them from the bottom of the cage, so I think I am gonna go to the hardware store and get a bunch of stainless ones.
I figure it's that or he's gonna completely dismantle his cage one bolt at a time

Yes! Stainless steel would work and be safe.

I think I’ve seen bolts set up with a nut epoxied onto the end and another nut for the bird to spin.

LOL< some parrots are just car mechanics in a feathered costume. Blue throat macaws are famous for needing their cages welded together. Yes, stainless steel nuts n bolts are 100% safe, after you give them a good wash to remove any oils or fluids from fabrication.
