This is a serious condition and needs to be seen by an avian veterinarian immediately.

This could be caused by an infection, an allergy, poor nutrition, or even by being too closed to a full spectrum light.

If you took him to a avian vet, I would suggest take him to another one for a second opinion, rather be safe than sorry.

Unfortunately I have been to 3 vets, only one can do the checking. There are no vets can handle the avian in Jakarta, what a day

awww poor baby, just keep him away from others just in case its infectious

Im not a vet but I may be able to offer advise.
Conjuntivites needs antibiotics asap and keep him away from your other birds.
Eye infections are serious in birds.
Do you know if he scratched himself? You said that the eye is watery. Is it tear consistancy or thick like a mucus. Can you tell if the fluid is clear? Does the eye itself have any discoloration that you can see. I know you said it was swollen, but can you see if the iris or the outer part of the eye is red or cloudy? These could be signs of uveitis and in most cases are an indication of internal disease. Keep him away from all your birds until you can find a vet willing to test and treat him.

I hope he feels better soon and keep us posted

Unfortunately only a properly trained avian vet can diagnose the problem as it may be many different things but you wont know until a test is being done. Good luck!!
