CONGRATULATIONS!!!!! I'm soo excited for you, and impressed you were able to wait SOOOOO long before finally getting this little love of your life.
Now...patience, patience, patience my dear. You waited this long, don't rush the bonding. It's soo hard, I know.
I have 6 birds now...4 Cockatiels, of course you know I have our Franklin (YSGCC) and I rescued a pigeon 21 days ago.
The method that has worked for me the best for all 6 birds has been to let them just "Chill" with us while we're doing nothing. We spend tons of time with them in the quiet of our room, laying on our bed, reading a book, watching TV...etc. I lay a towel down (like a bath towel) and put some treats on it, then I get our bird, put him/her on the bed and just lay down with my book, magazine...what ever and I pretty much "ignore" the bird.
Course, I spend very little time reading and all my time watching while the new bird "explores."

Each of them has taken very little time at all to wander up on my spouse or I, we talk to them A LOT, in a soft voice and share our fruit, veggies or popcorn (air popped) with them.
I don't know where your cage is, but if it's in your room, I'd place him next to your bed for a while tonight and just talk to him, read him a book, don't move too suddenly or make loud noises...I've found they're quite sensitive to them. You can open the cage door too...and just leave it open while you spend your one on one quiet talking time with him. He'll learn to find your voice very soothing and look to you for security.
Our Franklin was already clipped when we got him and STILL he can't fly. Today for the first time since we bought him, I took him in the car with me, sitting on my shoulder, he stuck with me like glue when we went into the hardware store and again when I took him into the grocery store. Of course, he then becomes a "novelty" and a few people came up to ask me questions. Franklin LOVED his outing with me and when he got nervous a couple times, I'd tell him it's okay, you're a good boy and he'd snuggle up to my neck.
One man came up and stuck his hand out, hoping Franklin would jump up on him, but Frankie looked at him and scurried over to my neck, then peeked at him. It was soo cute!
Franklin loved his outing sooo much that I'm DEFINITELY going to have to invest in a harness for him.
Pretty soon your little guy will be all over the map, like our Franklin is. Just give him some space to explore and he won't be able to stay away from you.

It's certainly worked for us.
