Vet wants to use anesthesia

Is this a case of grooming the beak, or is this a case of cutting away sensitive structure to try and get it growing properly again? For normal grooming, I've never heard of anesthesia being used (but I'd never do it unless the beak had major issues, not as a matter of course). For the latter, it would be cruel not to use anesthesia as it would really basically be a surgery. But as this vet is apparently not an avian specialist I don't think I'd be confident the procedure was necessary.
 
I wanted to tell you I spoke to my mother today who has bird experience with over 30 years (she is not a vet though )with birds and I told her your story and showed her your photos and she believed that putting your bird to sleep for it's beak was way over the top and said you should try to find another vet.
 
Another thought, if you still want another vet's opinion and can't get to one locally, you might be able to find one that will agree to a consultation by Skype. It's not the same as "in person" but there are medical specialists doing this now with humans. You could search for one here The Association of Avian Veterinarians | Home, and call some. Maybe the AAV could even direct you to some that do video consults. Keep us posted.
