As many of you may know by know:o but my IRN is quite cage bound so my idea was because I can't just let him out 24/7 because we have a cat that wonders around the house, I could set up a small cage for him (but not too small) and carry that around with me whenever the cats are around and when they are not, I can take him out. Will it work?..... That is the question....

In my experience with cage bound birds they are usually attached to their specific cage, it's not just being inside any cage that makes them comfortable. I think your best bet would be to target train him inside his cage and then slowly work on him stepping onto a perch outside of his cage to touch the target stick. It's not the quickest method but it would slowly teach him that it's not so scary to be out of the cage.
