What is the cockatiel doing?

Hi!
This is a cockatiel at the pet shop that was rescued and he is a total sweetheart. I'll be adopting him by the end of the ! I'm sure he's just trying to be friendly...but I'm also not sure. What do you think he's doing?

he/she could be trying to see you better/get closer to you.
could be trying to get out of the cage.
it does not look like it's showing any anger or hostility.

I wish I could take him out but the owners said his wings aren't clipped and he isn't hand trained

He's 12 months!
And they literally won't let me Hold him Triggs. Its not like I can't but they would hate me and I'm trying to get a job there lol. I don't want to scare the buddy away and have him get stuck under everything or fly into the wall right next to his cage and hurt his tiny bones..

well you can start offering him treats and try to get him used to hands whenever you're there

Absolutely!

It seems that you visit him regularly? By him seeing you he'll be more and more familiar with you and counting down the days where he can come out and be all over you. That's the great thing about the start of this relationship/commitment is the interaction you both already have!

Looks like a female. Hard to say if she wants out or she's scared or what without seeing the rest of her behavior. Looks pretty though!
