What mutation is this

Sulphur crested cockatoo
Variety may be the proper term.
This is a young budgie. Probably 6 months old or less.
Light blue body, with some very mild white blotches on the chest.
Yellow face and wings.

I am sorry I'm still learning about mutations so I'm not much help, BUT I do know that you don't find many of these often, so definitely would be one to keep and would do well in a rainbow breeding program.

Currently I have none, but I have the capacity to adopt a minimum and maximum of two budgies - preferably a bonded pair or two males.
Yellow face sky-blue with a dilute aspect

I'm not sure what all the terms mean, still learning. I searched google for the name you wrote. The pictures that appeared do look very similar.

If there is a specific picture that would help confirm the Id, please let me know.
