whats wrong with my birds feathers

Ozzie does not sratch . I thought he was just molting and would get over it. Looks like he has a lot of down feathers. Well look at photos and please let me know . thanks

I can't see the pictures, but when I first got my bird he didn't groom. Like, at all. Then I realized he would groom if I took him outside. I bought him a bird light and mounted it above his cage, and he immediately sat under it and started grooming! He looooves it.
