Where to place nestbox?

Hi again. I’m introducing a nestbox to my pair and am not sure on where to place it, high or low on the cage?
I’ve bred cockatiels before and they always ‘decorated’ the outside of the box around the opening to show they’d accepted it, is that the same with budgies? Also, I have nesting material, should I put it in the box ready or let them find it and carry it to the box if/when they are ready?

There is a thread on here about breeding and hand-raising. I will try to find it and post it. It's a pretty complicated process and it can get really crazy really fast...Let me look for that thread.
